SB 823 Training: Secure Youth Treatment Facility (SYTF) as a WIC 707(b) Disposition Option

This two-day course provides an in-depth review of the statutory requirements and emerging best practices for juvenile probation staff working with youth committed to, or who are eligible to be committed to, a Secure Youth Treatment Facility (SYTF) by the court as a disposition for a Welfare and Institutions Code (WIC) 707(b) offense. The course content includes a brief history of SB 823 and SB 92, how to recommend a SYTF disposition and factors that go into that recommendation, how to establish the baseline term, determining age of jurisdiction, preparing to testify in court, creating the Individual Rehabilitation Plan (IRP), preparing for progress review hearings, when and how to recommend stepping down to a Less Restrictive Program (LRP), and preparing for the discharge hearing.

Target Audience: Juvenile Probation Staff who are responsible for making dispositional recommendations to the court which may include an SYTF, working with youth in a SYTF and or supporting youth during their transition out of an SYTF to a less restrictive program (LRP). The course is most applicable for juvenile probation court, intake/investigation, juvenile detention personnel and field probation officers who work directly with youth committed to SYTFs, but other staff who want to learn more about SYTFs and the most recent juvenile probation realignment are welcome to attend. It is recommended, but not required, that staff have been in their position for at least two to four months to get the most out of the training.
